Rystad Confirms the Multi-Hub Province — But Can Suriname Convert Hubs into Sovereignty?
Why Suriname’s emerging offshore architecture must be matched by a sovereign Gas-to-Shore conversion system

Rystad Energy has now put a consequential question before Suriname: can the country develop into a multi-hub offshore petroleum province rather than remain dependent on a single project? The answer increasingly appears to be yes. GranMorgu is under development in Block 58. Block 52 has accumulated eight successful wells. Sloanea has crossed the declaration-of-commerciality threshold. SAC-1 has demonstrated strong gas deliverability. Additional drilling, tie-back opportunities and open acreage create a credible pathway toward several production centres.
But the deeper national question is not how many hubs Suriname can count offshore. It is how many of those hubs can be converted into durable sovereign capability onshore.
That distinction is the foundation of the GLIAG Gas-to-Shore Doctrine. Multi-hub development can create production, exports and government revenue. It does not automatically create lower-cost power, product security, industrial feedstock, LPG and NGL recovery, engineering capability, domestic infrastructure or long-lived national control over the molecule. Those outcomes must be designed into the legal, contractual and physical architecture before the decisive export commitments are made.
Facts First: What the New Evidence Actually Confirms
On 20 July 2026, OilNOW reported Rystad Energy’s assessment that Suriname is increasingly being viewed as a long-term offshore growth market rather than a one-project opportunity. The analysis identified the central question as whether multiple production hubs can emerge after GranMorgu begins operating.
The factual base is substantial. PETRONAS stated on 30 June 2026 that eight successful Block 52 wells had collectively unlocked more than one billion barrels of oil equivalent in recoverable resources. Caiman-1 encountered multiple oil-bearing Cretaceous sandstone intervals. SAC-1, located approximately eight kilometres east of Sloanea-1, intersected gas-bearing reservoirs, while drill stem testing demonstrated strong gas deliverability and good reservoir quality. Roystonea-2 confirmed the lateral extent of oil-bearing reservoirs and produced strong oil-productivity results during testing.
Sloanea’s commercial field was approved in November 2025. Staatsolie described a selected concept comprising gas development wells, subsea infrastructure and a floating LNG facility, with FID planned for the second half of 2026 and first gas targeted for 2030. GranMorgu, meanwhile, is designed for 220,000 barrels per day, contains nearly 760 million barrels of recoverable resources and is scheduled for commissioning in 2028. Its FPSO also preserves future tie-back optionality.
These are important confirmations. They support the proposition that Suriname may be moving from isolated discoveries toward a portfolio of offshore developments. They do not, however, prove that every discovery is commercial, that every hub will reach FID, or that offshore production will automatically be converted into national industrial strength.

A Multi-Hub Province Is Not Yet a Sovereign Petroleum System
The phrase “multi-hub province” is geological and industrial. It describes several accumulations, production systems, subsea networks, floating facilities and future tie-backs. Sovereignty is different. Sovereignty concerns destination, timing, control, capability and the national uses to which petroleum is put.
An offshore hub can be technically successful and fiscally valuable while remaining structurally disconnected from the domestic economy. Oil can move from reservoir to FPSO to tanker. Gas can move from reservoir to FLNG vessel to export market. The host state receives taxes, royalties, profit petroleum and dividends, but much of the conversion chain, infrastructure ownership, operating knowledge and industrial multiplier remains offshore or abroad.
That model is not inherently wrong. Exports are necessary. They generate foreign exchange, support project finance and monetise volumes that the domestic market cannot initially absorb. The mistake is to treat export monetisation as the complete national strategy. A portfolio of export islands is not the same thing as an integrated national petroleum system.

Why the Multi-Hub Signal Strengthens the GLIAG GtS Doctrine
The GLIAG GtS Doctrine begins with a simple proposition: offshore gas should be evaluated not only as an export commodity, but as the energy foundation for long-term national conversion. The stronger the evidence for multiple hubs, the stronger this doctrine becomes.
A pipeline built only around one minimum field case can become undersized, stranded in the wrong corridor or contractually closed to future discoveries. A national gas-to-shore system, by contrast, can be designed as a portfolio platform: sized in phases, connected through defined tie-in points, governed by open-access principles and capable of receiving future gas from Sloanea, SAC-1 and other developments when commercial conditions permit.
This does not require Suriname to build every downstream industry at once. It requires Suriname to protect the option. The first GtS tranche can be modest and bankable: gas reception, treatment, NGL/LPG recovery where justified, power generation, industrial distribution and the utilities needed by future refining and processing. Later phases can scale toward fertilizer, petrochemicals, minerals processing, data infrastructure and other anchor demand as proven supply and creditworthy offtake emerge.
The multi-hub thesis therefore changes GtS from a single-field policy aspiration into national network infrastructure. It becomes the onshore spine that allows several offshore developments to reinforce one another instead of remaining commercially isolated.
The Sovereign Molecule: Control Must Precede Commitment
The GLIAG Sovereign Molecule Doctrine distinguishes two rights that should never be collapsed into one. The contractor may hold contractual rights to produce and market gas under the PSC. The state must retain its sovereign public-law authority to regulate the strategic destination of gas, including the conditions under which LNG may be exported.
This distinction matters most before FID and before long-term LNG sales commitments. Once substantially all commercially recoverable gas is dedicated to project debt, liquefaction capacity and long-term offtake, the practical room for a domestic tranche can narrow sharply. A theoretical right to request gas later is weaker than a defined obligation embedded in the development architecture today.
• Independent export authorisation under public law, separate from the PSC right to produce.
• A Domestic Gas Development Obligation as a condition of definitive LNG export approval.
• A rolling strategic reserve based on long-term national demand, not only current consumption.
• Ministerial approval before substantially all recoverable reserves are dedicated to LNG commitments.
• Transparent pricing and allocation rules for the domestic tranche.
• FLNG mobility, reversion, buyback and continuity safeguards so the national option does not leave with the vessel.
• Defined upstream cooperation obligations covering data, tie-in points, pressure, quality and operating interfaces.
These safeguards are not anti-investment. Properly calibrated, they make the national bargain explicit. Investors gain clarity about export rights, domestic obligations, fiscal treatment and infrastructure interfaces. Suriname gains enforceable optionality rather than political expectations that must later be renegotiated under time pressure.
The Correct Commercial Answer Is Hybrid — and Phased
Suriname does not need to choose between “all FLNG” and “all domestic gas”. The commercially rational pathway is a phased hybrid architecture. FLNG can monetise large export volumes and support upstream finance. GtS can reserve and land a defined tranche for power, liquids recovery, refining utilities and industry. The two routes can coexist if allocation, sequencing and expansion rights are agreed before capital and gas are fully committed.
The domestic tranche must nevertheless be economically disciplined. Gas reservation without creditworthy demand, bankable tariffs, realistic construction schedules and curtailment rules can create stranded capacity. Sovereign conversion is not achieved by reserving a molecule on paper. It is achieved when the molecule can be delivered at a known specification and pressure, purchased under an enforceable contract and transformed into products or services that Suriname actually needs.

From Gas-to-Shore to Growth-to-State
GtS should not be treated as a pipe ending at a power plant. It should be treated as an integrated conversion system. Its value lies in the links between offshore supply, onshore processing, power reliability, industrial demand, logistics, skills, data and national institutions.

This is the transition from Gas-to-Shore to Growth-to-State: gas ceases to be merely an exported molecule and becomes a platform for national productivity. It supplies energy, but it also creates infrastructure around which refining, storage, logistics, maintenance, digital operations and industrial capability can accumulate.
A Production-Synchronised Roadmap
Phase 1 — Protect the decision space (2026–2027)
• Complete the integrated Sloanea/SAC-1 resource and deliverability picture.
• Publish an Integrated Gas Balance covering export, power, industry, LPG/NGL and strategic reserve cases.
• Embed GtS scope, data access, tie-in obligations and domestic allocation in the Gas Addendum, Development Plan and HGA.
• Define the Gas Act, Model Gas PSC principles and independent export-authorisation regime.
• Select pipeline corridors and landfall options using multi-hub expansion criteria rather than the minimum first-field case.
Phase 2 — Make the domestic tranche bankable (2027–2029)
• Secure anchor offtake for power and credible industrial users.
• Establish tariff methodology, credit support, curtailment rules and quality specifications.
• Complete route surveys, environmental studies, land control and front-end engineering.
• Ring-fence the GtS vehicle while preserving technical integration with upstream and the New Refinery.
Phase 3 — Deliver minimum viable sovereign conversion (around 2030)
• Commission the first pipeline and gas-reception tranche in synchronisation with upstream gas availability.
• Prioritise reliable power, refinery/process utilities and economically justified LPG/NGL recovery.
• Measure delivered cost, availability, national value retained and capability transferred.
Phase 4 — Scale across the multi-hub province (post-2030)
• Add future Block 52 and adjacent-hub volumes through pre-engineered tie-ins.
• Expand industrial demand only after supply, pricing and creditworthiness are demonstrated.
• Use shared ports, storage, utilities and digital systems to reduce duplication while keeping projects financially ring-fenced.
The Question Suriname Must Answer Before FID
Rystad’s assessment is strategically important because it confirms that the industry is beginning to see what GLIAG has argued: Suriname’s future may be larger than GranMorgu and broader than a single offshore development. PETRONAS’ Block 52 results strengthen that possibility with real wells, real reservoirs and tested deliverability.
But industry confirmation of a multi-hub province is not the end of the debate. It is the beginning of a more demanding one.
Will Suriname allow each hub to optimise itself independently for offshore export? Or will it build the legal, physical and institutional architecture that allows the hubs to become one national conversion system?
The GLIAG answer is clear. Preserve export competitiveness. Respect project economics. Phase domestic demand realistically. But secure the molecule, the interfaces, the expansion rights and the onshore conversion pathway before the strategic window closes.
