Government Commitment

Introduction.

With Guyana’s Berbice region set for major development, President Irfaan Ali is adamant that plans for the proposed deepwater port there must forge ahead.

“You have to build that deep-water port, that is part of the plan,” the Head of State said during a Sunday appearance on the Energy Perspectives podcast.

Last August 2024, the Guyana government discussed plans for the development of a massive deepwater port in Berbice. The port is intended to improve trade, reduce shipping costs, and integrate with northern Brazil’s trade routes.

According to Ali, these investments will flood the region when the bridge linking Suriname and Guyana is constructed. A stadium is under construction and soon a mall will be built. There is also a plan for a transmission line for electricity sales from a potential second gas plant at the location.

Personal Connection

The last time I visited this area was back in 1972, during an adventurous slow travel trip in a bus, traveling from Paramaribo to Nickerie, Suriname.

Then by ferry to Springlands, Guyana, by the way, the place where my maternal grandfathers first landed and temporarily settled, when coming in 1880 from mainland China, Guangzhou area, last Qing Dynasty.

I traveled further along the long windy coast, to Georgetown, Bonasika Street…

That is next to Canje Street… mind you, what a coincidence…Canje Source Rocks were then still unbeknownst to me… near the Botanical Gardens.

Georgetown then, a lovely, nostalgic colonial little town, though very cozy and interesting.

Where I visited within others, family members and the bauxite mines.

Muneshwers Limited and John Fernandes Limited, through its joint venture Cranes Guyana Inc., will invest over US$285 million for a modern port facility in Berbice.

The project which was first announced during this year’s Local Content Summit, is expected to generate approximately 1,000 jobs and significantly boost Guyana’s shipping and logistics capabilities.

During a community engagement in New Amsterdam on April 12, President Irfaan Ali announced that the sod-turning for the project will take place within weeks. 

“This is the type of transformational investment that we are proud to see coming to region six. The consortium has already begun raising capital, and the project will bring with it not only jobs but a complete shift in economic opportunities for this region,” Ali said. 

The Berbice port is part of a broader national infrastructure and economic expansion agenda spearheaded by the government. It is aimed at decentralizing development and positioning region six as a strategic hub for logistics, shipping, and manufacturing.

Muneshwers Ltd. General Manager Chandradat Chintamani had revealed last week that within 18 months – when agreements are all signed – they expect to have the first few berths of the deepwater facility available for vessels to traverse Guyana for transshipment. 

The port will fill a longstanding infrastructure gap in Guyana’s trade and shipping ambitions. For decades, the country has relied on regional ports in Trinidad and Jamaica to handle large cargo vessels — a dependence that has driven up shipping costs and led to logistical delays, particularly during peak periods.

International engineering giant Bechtel is working closely with the Government of Guyana to develop a deep-water port in Berbice, Region Rix (East Berbice-Corentyne). This is according to President of the South American country, Dr. Mohamed Irfaan Ali. 

The facility is expected to play a central role in the country’s expanding gas development and regional trade infrastructure, particularly as Berbice emerges as a major logistics and industrial hub.

We are working with an international company, Bechtel, as we are evaluating and doing the final set of work for the deep-water port that will support the next gas development here in region six,” Ali told residents during a community outreach in New Amsterdam over the weekend. 

Initial talks between Bechtel and the Guyanese government date back to 2020, when the company’s executives met with the President and members of his Cabinet to explore opportunities for major infrastructure development.

The Berbice Deepwater Port is among several transformational projects underway in East Berbice–Corentyne, including a stadium, a shopping mall, and a new four-lane highway linking New Amsterdam to Moleson Creek. Plans are also in motion for a transmission line to facilitate electricity exports from a potential second gas plant in Berbice.

According to Ali, the deepwater facility will strengthen offshore energy logistics and serve as a major trade enabler, especially once the bridge linking Guyana and Suriname is completed.

Vice President Bharrat Jagdeo has been actively involved in shaping the vision for the port. In August 2024, he disclosed that multiple proposals had been received and evaluated based on feasibility, developer expertise, and financial strength.

“We believe that the best model should be a causeway model going out, right into the deep, that would allow the largest vessels in the world to come here,” Jagdeo stated.

While acknowledging that the causeway model may incur higher upfront costs, he underlined its long-term benefits—including reduced dredging requirements and the capacity to accommodate Panamax-class and larger vessels.
