1 ยท WHY โ€” one billion barrels have left; the next 8.8 billion define the window

On 14 August 2026 ExxonMobil Guyana President Alistair Routledge stated that Guyana “may already have surpassed a billion barrels of production” since first oil in December 2019, against a 6.6-million-acre Stabroek gross recoverable resource of roughly 11 bn boe (Kaieteur News, 14 Aug 2026; Rio Times, 14 Aug 2026; ExxonMobil, Apr 2022 update). None of it was refined domestically. Every barrel exported at crude value is a barrel that will not be converted at product value โ€” and the political consequence has now been named at head-of-state level: on 19 March 2026 President Ali called a refinery a “critical national security priority” (DPI Guyana), and on 26 August 2026 he sketched a national oil company “built around a domestic refinery and expanded fuel-storage capacity” (OGGN, 3 Sep 2026). Suriname is next.

A bankable narrative separates three things a credit committee will not conflate:

โ€ข Gross conversion spread โ€” product realisation minus crude and freight, before variable OPEX.

โ€ข Net downstream value added (NDVA) โ€” sustainable margin after variable refining and maintenance, before CAPEX, finance and tax. This is the only line that supports NPV / IRR / DSCR.

The historical counterfactual (barrels ร— 90% utilisation ร— elapsed days ร— US$4 / 8 / 12 NDVA) is an opportunity-cost benchmark โ€” not an audited national loss. It is calibrated in line with EIB Economic Appraisal practice (EIB, 2nd Ed., March 2023).

Scenario C (pure tolling) is deliberately disclosed as a failure case at DSCR 0.71ร—. The GCAA architecture is what turns a screening study into a lender-defensible base case.

The Guyanaโ€“Suriname production plateau opens through 2029โ€“2034 and declines thereafter. GranMorgu first oil in 2028 is the anchor sanction event that turns Suriname from prospective to producing. A New Modular Refinery reaching first product by 2030 catches the plateau; a delay beyond 2032โ€“2033 means catching the decline. Every year of drift shifts the economics from a plateau-margin case to a tail-margin case.

6 ยท Why prior refinery studies said no โ€” and why this one says yes

The 2017 Haas / Hartree study (Government of Guyana, May 2017; Stabroek News, 18 May 2017) tested a 100 kb/d FCC greenfield refinery at ~US$5.2 bn CAPEX against then-domestic demand of only 13โ€“14 kb/d, and rightly found it uneconomic. That result was correct โ€” for that configuration, at that scale, at that time. The 2026 case is materially different:
